First off the Tier System. The tier system contains 9 separate tiers to it. Within each tier there are variations from Scrub (the lowest level of the tier) to Peak (the highest level of the tier). I'll give a short description of each tier as well as a few examples of characters that have been in that tier. Now the tier system isnt entirely perfect, on some occasions the peaks of one tier could possibly fight off the scrubs in the tier above. So there is a little leeway.


So here are the tiers below:


1st - Street Tier - These are generally regular humans with no superhuman capabilities. Generally most of these characters are expert martial artists or marksmans. In few cases they have enhanced physicals or senses that reach peak human capabilities, but rarely go beyond. Generally there isnt much variation across this tier, so the average can easily take down a regular human, the peak of this tier can handle a large group of regular humans or even fight off someone with very low-powered abilities. Examples include Batman, Captain America, Daredevil, Shiva, Nightwing, Deadpool, Green Arrow, Deathstroke, etc.

2nd - Inbetweener - These characters usually have slightly beyond peak human physicals/sense, or have very low powered or simple abilities that would help these characters protect the streets of an area. Generally their abilities are best fitted for street or city level problems. There can be some variety when it comes to abilities here, or characters just beginning to learn about their powers are generally in this tier as well. The Scrubs of these tiers can generally take on your average street tier character as well as throw things such as cars or things that are just a few tons. The Peaks of this tier can go as far as taking down something at a skyscraper's level or even withstand damage equivalent to that of taking a skyscraper. Examples include Spiderman, Luke Cage, Iron Fist, Wolverine, Nightcrawler, Beast, Rocket Rackoon, etc.

3rd - Mid-Tier - This is one of the largest tiers just because this covers a very wide range. There is an incredibly amount of versatility within this tier, as it include the majority of power sets. Generally contains characters with a simple power set or characters who have learned basic control of complex power sets. Most of the characters here can take on any character below this tier with fair ease, besides maybe a small handful of the peaks within Inbetweener. As I said this tier covers a very wide range, so the Scrubs of this tier can generally destroy something of that of a skyscraper with ease, as well as tanking hits with the same output. Your average could most likely level a city with some minor struggle. While your Peak's can generally take down several cities struggling, or even abilities to influence an entire country. Examples include Cyclops, Ghost Rider, Colossus, Venom, Captain Cold, Black Lightning, Animal Man, Groot, Ant-Man, Hawkgirl, Clayface, Electro, Sandman, Kitty Pride, etc.

4th - Planetary - These characters have mastered their abilities at a planetary scale. These characters are generally ones with peak abilities without the use of an outside force. They can take on most of the mid tiers and below with ease, while possibly struggling with some of the peaks within Mid-Tiers. Their abilities vary pretty well, and though they may not have as much variety as Mid-Tier, they have more versatility. The scrubs of these can generally take out multiple cities if not an entire country. Your average can affect things on a global level such as leveling continents and/or the entire ocean with some struggle. While the Peaks can generally effect the entire planet with ease, and with struggle could bust an entire planet. Examples include Aquaman, Hulk, Plastic Man, Havok, Professor X, Cyborg, Starfire, Rogue, Booster Gold, Blue Beetle, Storm, Human Torch, Invisible Woman, etc.

5th - Cosmic - This is probably the largest tier. These characters are extremely powerful and generally the peak in most teams. These characters are generally born within the cosmos or are people who have not only mastered their abilities but have buffed them with various artifacts or forces. These characters are powerful enough that they're the ones sent to handle any large cosmic or planetary threats to the earth. Their abilities generally tend to be very high cosmic related powers, enhanced energy manipulations, and/or nearly indestructible physicals. Scrubs within this tier could easily bust a planet, as well as defeat a majority of teams of Planetary or below characters. The Peaks of this tier could destroy almost entire solar systems and large stars with ease, almost being unbeatable except by those directly connected to the forces of the universe. Examples include Superman, Captain Marvel, Thor, Black Adam, Orion, Martian Manhunter, Green Lantern, Wonder Woman, Firestorm, Vulcan, Vision, Scarlett Witch, Nova, Quasar, Silver Surfer, etc.

6th - Transcendent - This is possibly the most powerful tier without being a force of the universe itself. Generally these beings can effect and influence galaxies if not the entire universe. These beings are team busters, able to wipe out any Cosmic or below characters with no struggle. They may even have low level reality manipulation if not cosmic, time, or energy manipulation. The Scrubs of this tier can easily influence or destroy galaxies. The Peaks of this tier can effect if not destroy an entire universe with struggle. Examples include Wally West Flash, Alan Scott Green Lantern, Thanos, Darkseid, Doctor Fate, Dr. Strange, Despero, Amazo, Adam Warlock, Peak Ultron, Peak Doomsday, Superboy Prime, etc.

7th - Universal - These beings are generally forces of the universe. They practically seen as entities or even gods to Cosmic or below characters. They tend to have high reality manipulation abilities, being able to manipulate or destroy one if not several universes. These characters can tank things such as the Big Bang with ease as well. There isn't much range nor variety within this tier, so the average can generally destroy an entire universe with ease. The Peak of this tier can destroy a handful of universes with some struggle, and even create their own universe. Examples include Parallax Hal Jordan, Franklin Richards, Galactus, Celestials, Omega Titans, Anti-Life Equation Darkseid, Infinity Gauntlet Thanos, Doctor Manhattan, Monarch, Sandman, Odin, Zeus, Mephisto, Neron, etc.

8th - Multiversal - These characters are generally perceived as Gods among all the other tiers, but tend to actually be the right hand towards the True God. These characters have reality manipulation across multiverses, and are generally either the overseers of the Multiverse for their God, or a threat to the entire Multiverse. Theses characters rarely vary in strength, and so the average Multiversal Character could destroy or create an entire Multiverse, this includes hundreds if not thousands of universes. Examples include The Living Tribunal, Unbound Spectre, True Form Darkseid, Thoughtbot Superman, Anti-Monitor, Mandraak, Nix Uoton, Eternity, Lucifer, Michael Morningstar, Barbatos, etc.

9th - True God - These are the true gods of the entire multiverse. They're the creator of it all, and no matter how much anyone else tries, they cannot be influenced or affected except by another creator or writer. They can alter stories, reboot franchises, create/delete characters or multiverses for that fact. They control everything. Examples include The One Above All, The Presence, Any one of us that wants to write a story, etc.

Now for the rules.

Setting:
The world seems like almost any other comic book or superhero related world. There are a small population of superhuman beings rising amongst the world, which led to the formation of superheroes and supervillians. THey've been around for some time, allowing the government to come up with a proper plan to regulate these vigilantes and super-powered humans. It's been made illegal to use your abilities out in public unless you've acquired a hero license. This License is only granted by the High Justice Counsel, a counsel made up of the first generation of heroes who are now fairly old, lead by Prime himself the worlds first and most famous superhero. The counsel is it's only entity but they work directly with the government in emergency support and regulating heroes. The counsel can approve anyone to be a superhero that they see fit, though they've been very strict as of late. Because of this they've started a secret training academy for those with superhuman capabilities or with extrememly impressive skills. Once you've completed your training there they'll assess you properly (note that the training isn't needed necessarily if you can prove to them you're EXTREMELY capable of being a hero, causing minimal collateral damage and other things). Anyone caught using their abilities in public without the proper licensing will be viewed as a criminal, ofcourse minor situations will only come up with minor punishments, but with anything major or using those abilities for illegal activities, including vigilantism without a license, will cause you to be seen as a villain in the law system.

Main Characters:
To start with, our main hero characters can only start at tier 2 or below. They cannot be any higher than inbetweener. Our main villian characters can start 1 tier above that, allowing them to be Mid-tier or below. Main characters are what you can mainly use in fights, side characters are allowed as well but only if they also meet these tier limits for the beginning. As the rp progresses your characters can grow into higher tiers and you can create new characters for those tiers as well.

Side Characters
Side characters can be as high as Cosmic tier or lower, BUT if you have planetary or cosmic tier'd characters they cannot participate in a majority of the fights unless for plot purposes until our main characters start reaching those higher tiers. For example a Mentor-Like character that checks up on your character could be planetary or cosmic, but they can only assist you in training and such, your battles will most likely be your characters unless its some direct teacher (again specific plot purposes are okay but only if everyone involved in the fight agrees).

Abilities:
Each main character can only have 1 power for the beginning. With each power comes its list of abilities. Later down the road if you'd like to grant them other powers they must be able to coincide with your current power. So take super strength, you cannot just randomly at magnetism later on down the road, but things like super speed, flight, or physical related abilities would be alright. With your abilities you'll be starting at the inbetweener and if you wish for them to grow you can, but they can't simply jump tiers within a days worth of rp. It has to take at least some time for them to develop and progress. You'll be allowed to name your power, abilities/skills, and potential abilities/skills for others to understand how your powers/abilities work. Now if you do choose to keep your main character at a lower tier, they'll be allowed to obtain certain items that help balance their characters with everyone. So say your main character is a street character with regular human physicals but great martial arts or marskman skills, to help assist them against high tier'd characters they'll be allowed to carry items such as energy-related guns/weapons, plasma blade, teleport belt, etc. Granted they cannot start with these items off the bat, they have to be obtained at a proper development rate as well.

Banned Powers:
Certain powers are simply to overpowered or grant too much of an advantage to keep things fair. Now for the start of the rp, high tier'd powers will be banned at the start to keep us from using them, while other abilities will be banned indefinitely. These include Reality Manipulation, Mind Control, Ability Nullifcation, Light Speed (Temporary), Indestructibility (Temporary), Free Healing Factors, Cosmic Abilities (Temporary, ex. gravity manipulation, solar manipulation, etc.), Molecular/Matter Manipulation, Luck Creation, and any other instant win condition abilities.

Fighting:
Fights will be mostly freeform, allowing you to come up with your own creative fights, as well as anything you'd like to do plot specific. Whenever you have a disagreement in the fight or if you'd simply want to utilize throughout the entire fight you can use the dice roll (which you can simply use on google, be fair though and do not cheat). What the dice roll allows you to do is both players roll the dice, the one with the highest number has their action take priority. So say you attack someone with a lightning bolt but they create a barrier, if they have the higher dice role, the barrier was succesful in blocking the bolt. Now however high the difference was will change how effect that was. So say for that same instance I rolled a 3 but you only rolled a 4, while the barrier would be succesful, in that event the barrier would most likely almost immediately be destroyed from the force. Or say you rolled a 6 and I rolled a 2, you could say the barrier wasnt destroyed at all, barely even chipped, and then keep that barrier there and perform another action or stay behind the barrier. This is to eliminate any bias, as most of us always want our characters to win unless for plot purposes, so this is simply to keep things fair as its completely random. Also when it comes to fighting people tiers above you, you add +3 to their roll for each tier difference. So if you're fighting a planetary character while you're a mid tier, if you roll a 5 but they roll a 4, you add 3 to thier 4 giving them 6. But if you're in a team fight, you can add eachothers roll together. So if you have two Mid-Tiers vs. a Plantery, when doing a dice roll and the two characters work together you can add their dice result together. Again please do be fair with it and not cheat, its no fun that way.

This will be the format for the character post. If you need to design your character use this http://www.heromachine.com/heromachine-3-lab/ its pretty simple once you learn it. It has some intricate stuff and is incredibly useful for designing your hero.
